Thr conditions for partition culminated over almost four decades starting from the division of Bengal, Congress Party's political manoeuvre of forming a government without giving any ministerial posts to League in the Central Provinces when they had fought the elections as an alliance (after Congress won overwhelming majority on its own) and finally the experience of Congress ministers when working with League Finance Minister in the interim cabinet that was formed in 1946. The League Finance Minister made it impossible for the ministeries headed by Congress stalwarts to function. While it can be speculated that the founder of Pakistan would have settled for loose federation, the two Congress stalwarts weren't interested after their experience working with the League FM in the interim cabinet. The Congress or for that matter the League didn't fully represent one or the other community and therefore blaming one community for the partition is far divorced from the facts.
